This memo outlines urgent policy recommendations to address the growing displacement crisis facing low-income, immigrant renters in Daly City. Harassment, informal evictions, and landlord neglect are destabilizing housing for vulnerable residents, especially Spanish-speaking immigrant families. Adopting an anti-harassment ordinance that clearly define and prohibit intimidation tactics is the most urgent and foundational step.
